Second mandate for Andersson

Parliament Speaker Andreas Norlén announced on Friday that Social Democratic Party leader Magdalena Andersson has been asked to resume exploratory talks to form a new government in Sweden. The speaker announced the decision three weeks after the September 13 legislative elections, following a round of discussions Norlén held with party leaders earlier in the week. Andersson had initially received the formation mandate following her election victory but stepped down from the assignment on Monday when talks between prospective left and centrist coalition partners reached an impasse. Rather than reassigning the mandate to caretaker Prime Minister Ulf Kristersson, Norlén determined that Andersson should take another opportunity to negotiate.

Norlén explained the outcome of his party consultations during a press conference in Stockholm:

“In light of the talks I have held, I have decided to entrust Magdalena Andersson, leader of the Social Democratic Party, with the task of resuming exploratory consultations.”

Speaker vote causes initial collapse

Andersson had paused her initial government formation effort on Monday after talks with allied parties stalled. That breakdown followed a decision over the previous weekend by the Left Party to back a Moderate Party candidate for parliament speaker. The Moderate Party is led by Kristersson and anchors the center-right coalition. Andersson concluded that the Left Party's decision to support an opposition candidate for the speaker position directly undermined her negotiations, making an agreement across the four left and centrist parties unfeasible under those conditions.

Andersson stated her position during a press conference announcing the withdrawal of her initial mandate:

“Of course I take the message from the Left Party seriously and, based on that and the conversations I have had, I can conclude that, at this moment, there is no possibility for me to form a government.”

Narrow parliamentary arithmetic

The ongoing coalition negotiations are shaped by the tight distribution of seats resulting from the September 13 vote. Andersson's four-party center-left bloc won 176 seats in the Riksdag, narrowly ahead of the 173 seats secured by Kristersson's right-wing bloc. Kristersson's alliance comprises the Moderate Party and the anti-immigration Sweden Democrats. Across the country, the popular vote margin between the two opposing blocs was roughly 50,000 votes. Because the left bloc holds an advantage of just three seats, Andersson requires the unanimous support of all four parties in her bloc to secure a working majority and clear confirmation.

Ten-day negotiating window

With the exploratory mandate now restored, Andersson begins a new series of discussions to bridge policy differences among the parties in her bloc. Parliament Speaker Norlén established October 12 as the official deadline for Andersson to report back on her progress. By October 12, the Social Democratic leader must either present a viable government arrangement or formally request an extension to continue negotiations. If Andersson fails to construct a governing agreement during this ten-day window, the speaker will face the decision of whether to task Kristersson with forming a center-right administration.
