Launch of the emergency resilience guide

Belgium's National Crisis Center released a practical public guide on Thursday titled "Ready. Together." (Prêts. Ensemble.) designed to help residents prepare for emergencies. The online publication establishes step-by-step guidance for individuals and the people they live with, outlining actions to take before, during, and after a crisis occurs. Interior Minister Bernard Quintin stated that individual preparedness forms the baseline of domestic security and made citizen resilience a formal political priority. He noted that while emergencies are unpredictable, structured personal planning substantially improves household protection during critical incidents.

“Our message is clear. A well-prepared person is better protected.”

Quintin explained that the initiative seeks to establish a measured approach to civil defense, avoiding alarmism while ensuring the public remains realistic about potential hazards.

“We must find the right balance: never give in to panic, but never be naive either. That is why I made resilience a priority of my policy, starting with that of each citizen.”

Core guidance and emergency kits

The handbook organizes practical instructions around several critical questions that households face during unexpected disruptions. It advises residents on where to access verified, accurate information during crises and how to establish clear emergency contact lists. The guide provides detailed instructions on assembling a personal emergency kit (kit de secours) with necessary provisions. In addition, the Crisis Center outlines specific protective actions for specialized hazards, including where to take shelter in the event of an industrial accident involving toxic substances. Officials emphasized that although residents rarely evaluate these measures beforehand, having established protocols can prove decisive when tensions rise.

Domestic crises prompting the initiative

The Crisis Center developed the brochure following a series of natural, health, and environmental emergencies across Belgium in recent years. Authorities cited the disruptions caused by the coronavirus pandemic, alongside severe floods and recurring storms that damaged infrastructure. Recent weather events also include heatwaves and wildfires that broke out in the High Fens nature reserve. Crisis officials noted that emergency situations typically occur without warning, leaving little time to improvise responses on the spot. The new guide consolidates lessons from these domestic events to ensure households maintain basic readiness across a range of potential threats.

Synchronized BE-Alert testing across 260 jurisdictions

The release of the brochure took place on the first Thursday of October to coincide with the annual national test of the BE-Alert notification platform. A total of 260 cities, municipalities, and provinces participated in the exercise by sending test messages directly to their registered inhabitants. The coordinated drill pursued a dual objective: familiarizing the public with the BE-Alert warning infrastructure and exercising local administrative teams on the platform under real operating conditions. Municipal and provincial officials used the transmission window to verify system functionality, test message delivery channels, and encourage broader citizen enrollment in the national alert network.
