AI defence pact and battlefield data sharing

British Prime Minister Andy Burnham and Ukrainian President Volodymyr Zelenskiy signed a bilateral defence partnership in Kyiv on 24 August 2026. The agreement establishes Britain as the first international partner granted operational access to Ukraine's Avengers AI Labs platform. Developed by the Ukrainian Defence Ministry, Avengers AI Labs is built on an annotated repository of 5 million battlefield images gathered from cameras and sensors embedded across active frontlines. The visual data feeds directly into DELTA, Ukraine's domestically engineered combat management and situational-awareness architecture, tracking tanks, artillery batteries, and unmanned aerial vehicles. Artificial intelligence models trained on this information already power automated target-detection tools that evaluate over 100,000 drone video feeds monthly and identify roughly 70% of military targets in real time. Under the bilateral pact, British and Ukrainian engineers, military experts, and technology firms will pursue joint development projects, including low-power AI microchips for autonomous systems and fibre-optic cables adapted as AI-enabled perimeter sensors for military installations.

Missile component declassification and production lines

In coordination with the technology partnership, the British government permitted European defence contractor MBDA to declassify proprietary technical data regarding British-made components within Anglo-French SCALP and Storm Shadow cruise missiles. The release of technical blueprints is designed to enable Ukrainian manufacturing facilities to establish domestic assembly lines for long-range strike systems. The measure represents Burnham's first international defence policy decision since he took office in July 2026. The technical transfer aims to augment Ukraine's indigenous long-range capabilities without exhausting finite Western weapon stockpiles.

Coalition talks and calls for air defence transfers

Burnham's arrival in the Ukrainian capital coincided with the 35th anniversary of Ukraine's independence from the Soviet Union, occurring four days after Russian cruise and hypersonic missile barrages killed at least 16 people in Kyiv. During his visit, the prime minister co-chaired a session of the Coalition of the Willing, an ad hoc diplomatic and military alliance launched in 2025 by former British Prime Minister Keir Starmer and French President Emmanuel Macron. In his opening address to partner nations, Burnham called on Western governments to draw directly upon their own domestic air defence inventories and pressed for stricter economic sanctions targeting Russian oil and liquefied natural gas exports.

Putin is now hoping he can win through a campaign of terror using ballistic missiles against Ukrainian civilians... This can never be the route to victory, and we need to be clear in sending that message.

Diplomatic positioning and European leadership

The visit marked Burnham's first overseas trip since becoming prime minister, making him the fifth British head of government to meet Zelenskiy since the Russian invasion began in 2022. By traveling to Kyiv rather than making a traditional inaugural visit to Washington, Burnham demonstrated continuity in British strategic policy toward Eastern Europe. He stood as the only leader from the E3 grouping (Britain, France, and Germany) in attendance in Kyiv for the independence commemorations. German Chancellor Friedrich Merz chose not to attend the gathering, following controversy over his reversal on transferring German-Swedish Taurus cruise missiles to Ukraine after taking office.
