Governance and voting reforms

The European Commission presented a pre-enlargement package to prepare the European Union for new members without revising its founding treaties. The framework addresses procedural bottlenecks across roughly 150 negotiation steps by proposing qualified majority voting for intermediate milestones, including the opening of negotiation clusters. Under the proposal, the executive also seeks to activate passerelle clauses to bypass national vetoes on sanctions, tax fraud enforcement, and energy fiscal policies. Where unanimity remains blocked, Brussels plans to utilize enhanced cooperation mechanisms so coalitions of member states can advance policy initiatives independently. European Enlargement Commissioner Marta Kos explained that unanimity is currently required even for procedural letters directing candidate states on required reforms.

Rule of law and bilateral disputes

To prevent post-accession backsliding on democratic standards, the Commission proposed a dedicated institutional safeguard lasting up to 15 years in future accession treaties. The mechanism mirrors Article 7 procedures, allowing the EU to act against serious violations of common values or the principle of loyal cooperation, including the suspension of Council voting rights in extreme cases. The executive also plans to introduce precise procedural timetables to streamline existing Article 7 proceedings that were previously deployed against member states. In addition, new member states would commit for a specified period not to obstruct candidate countries over bilateral disagreements. If a candidate country deviates from accession commitments after signing an accession treaty, the Commission retains the authority to postpone formal entry.

Budget allocations and agricultural disputes

The Commission assessed that incoming accessions will be less financially demanding than the 2004 enlargement, shifting existing candidate pre-accession funding into standard budget lines upon accession. Ukraine represents the primary budgetary exception, with a proposed reserve of up to 100 billion euros allocated for reconstruction within the upcoming multiannual framework. The pre-enlargement plan also introduces targeted measures to limit financial assistance and single-market access for sensitive Ukrainian agricultural exports to safeguard domestic European markets. Ukrainian Agriculture Minister Taras Vysotskyi stated in a written message that temporary transition rules are acceptable, but rejected permanent trade restrictions.

“For us, there is a fundamental difference between a transitional period and a permanent restriction. Ukraine is ready for the former. The latter would be contrary to the very logic of full membership in the European Union.”

Candidate roadmaps and geopolitical strategy

The pre-enlargement package will go before national leaders at the European Council summit scheduled for 15 and 16 October 2026. Following the summit, the Commission plans to present its 2026 enlargement report in late October, featuring indicative roadmaps for Montenegro, Albania, Moldova, and Ukraine if reform momentum continues. The framework establishes a structured gradual integration model, granting candidates early access to specific EU policy areas upon meeting predefined criteria. EU High Representative Kaja Kallas urged swift institutional adjustments and faster integration to prevent geopolitical instability along the perimeter of the bloc.
