National strike planned across rescue services

French firefighter unions have issued a formal strike notice covering six weeks from 8 September to 20 October 2026. The national mobilisation is organized by an inter-union coalition representing nine sector organisations across France. The movement follows intense operational strain during summer 2026, when wildfires burned across departments including Var, Landes, and Gironde. Because emergency personnel are subject to legal requisitions to maintain public safety, firefighters will continue to respond to emergency calls throughout the industrial action. Union representatives indicated that visible protest will take place primarily through slogans and markings painted onto fire engines and station uniforms. Sébastien Bouvier, federal secretary for fire and rescue services at the CFDT union, stated that the action is intended to force government intervention on staffing shortages.

“It is the only means we have to make ourselves heard.”

Staffing expansion and local funding deadlocks

Union representatives are demanding substantial increases in personnel to keep pace with escalating disaster responses. Lieutenant-Colonel David Annotel of the National Federation of French Firefighters stated that the service requires an increase in volunteer personnel from the current 200,000 to 250,000 over the coming years. The federation is also requesting the addition of 6,000 to 7,000 professional firefighters to bring the national career workforce to 50,000. Under the current structure, France's 103 departmental fire and rescue services rely primarily on departmental councils and municipal authorities for operational funding. Union officials report that these local bodies face budget depletion and lack unified funding mechanisms across departments, leaving emergency services unable to maintain readiness for successive wildfires, storms, and floods without direct state co-financing.

“When you are on the edge in daily life, you cannot be good in crisis. So we have to reinvent something.”

Legislative calendar and government negotiations

The timetable of the industrial action aligns with key legislative checkpoints in the French parliament. On 13 August 2026, nine union representatives met with Interior Minister Laurent Nuñez for nearly two hours to discuss emergency resources and service modernization. Union leaders emerged dissatisfied, citing a lack of binding financial commitments from the government. The General Directorate for Civil Security is scheduled to present the draft civil security modernisation bill, which stems from the Beauvau de la Sécurité civile review, to unions at 11:00 on 8 September 2026. This presentation follows interministerial negotiations between the Interior Ministry and the budget ministry at Bercy. The planned strike will span the period until 20 October 2026, when lawmakers will hold the first vote on the 2027 draft finance bill.

“On September 8, we will receive the civil security modernisation bill by hand. And on October 20, the first part of the finance bill will be voted on.”

Proposals for institutional restructuring

Alongside requests for staffing and budgetary resources, fire service leaders are advocating for a structural overhaul of emergency governance. Eric Brocardi, spokesperson for the National Federation of French Firefighters, proposed centralizing authority under a dedicated government ministry. Fire services currently operate under the oversight of multiple separate ministries, which union leaders argue complicates crisis management and operational funding. Union representatives emphasize that legislative reforms must deliver concrete budget appropriations in the 2027 finance law rather than vague administrative pledges.
