Emergency mechanism at EU external borders

Greece placed two migration policy initiatives before the European Union Justice and Home Affairs Council on 1 October 2026. The primary proposal introduces a European emergency mechanism designed to address the instrumentalisation of migration flows and hybrid threats at the bloc's external borders. Originally introduced by Greek Prime Minister Kyriakos Mitsotakis, the initiative is presented in full to European interior ministers by Greek Minister of Migration and Asylum Thanos Plevris. The proposal is listed on the official ministerial agenda under the section dedicated to informing member states about joint responses to external border threats.

The Greek initiative outlines a dedicated European framework that activates during sudden and mass arrivals. Under this mechanism, member states facing coordinated border pressures would implement enhanced border surveillance and deploy extraordinary management tools. Athens maintains that existing European migration rules are built for normal operating conditions and cannot function as the sole response when external actors orchestrate irregular flows.

Asylum suspension during border crises

A central provision of the Greek plan allows national authorities to temporarily suspend the asylum procedure during documented instances of migration instrumentalisation or mass border surges. Athens is urging the European Union to establish a clear statutory framework defining precisely when, how, and under what specific legal conditions these emergency measures can be activated.

Plevris presented the mechanism to fellow interior ministers as an effort to build a unified European response to crisis situations. He stated that regular administrative procedures cannot handle acute border pressures effectively.

“In times of crisis, measures outside the usual framework must be taken.”

The Greek government is seeking clear European Union backing so that front-line states operating under severe hybrid pressure can pause asylum applications without violating broader European legal standards.

Return Hubs and Core Group cooperation

The second proposal Greece brought to the Justice and Home Affairs Council is the acceleration of migrant returns through Return Hubs established in third countries. Athens is pursuing this framework in collaboration with four other European nations within a working coalition known as the Core Group, which includes Germany, the Netherlands, Denmark, and Austria. The five-country initiative aims to move beyond political declarations into an actionable cooperation model with partner nations outside the European Union.

Interior ministers from the five participating countries agreed on the core principles of the third-country partnership during a ministerial meeting in Copenhagen. Following the Copenhagen meeting, technical teams and diplomatic officials launched consultations to develop the operational structure. Under the proposed system, European authorities would gain the ability to transfer individuals whose asylum applications have been rejected directly to safe third countries outside the European Union.
