Cabinet restructuring in Tehran

Iranian President Masoud Pezeshkian restructured two top government portfolios on 5 October 2026, accepting the resignation of Oil Minister Mohsen Paknejad and nominating Mehrdad Akhlaghi to head the Ministry of Defense. Paknejad had held the oil portfolio for nearly two years since Pezeshkian assumed the presidency. The Iranian presidency announced that Hamid Bovard, chief executive of the state-owned National Iranian Oil Company, will serve as interim Oil Minister. The transition follows weeks of pressure on Iran's energy administration, which has operated under sanctions and maritime blockades since February 2026. Pezeshkian outlined his expectations for Bovard in an official decree published by state media.

Oil export halt and domestic strain

The departure of Paknejad follows severe disruptions to Iranian oil commerce. Iran loaded zero barrels of crude oil onto export tankers in September 2026, according to tracking data from Bloomberg, Kpler, and Vortexa. The complete halt in domestic port loadings is the first recorded since the conflict with the United States and Israel began in late February 2026. While Iranian officials cited personal reasons for the minister's resignation, local reports noted policy disagreements and logistical strain. A United States naval blockade has cut off maritime access to Iranian export terminals following Iranian restrictions on traffic through the Strait of Hormuz, an energy passage that previously carried 20% of global oil shipments. Although Tehran maintained deliveries to Chinese refiners from floating stockpiles stationed east of Singapore, those reserves are depleting without fresh cargoes arriving from Iranian terminals. Domestic retail supply has also contracted, leading to fuel queues at filling stations across Iranian cities.

Defense leadership transition

Pezeshkian also moved to fill the permanent leadership post at the Ministry of Defense by nominating Mehrdad Akhlaghi under Article 133 of the Iranian Constitution. Akhlaghi previously directed operations at the Aerospace Industries Organization and served as a senior official inside the defense ministry. The nomination now moves to the Iranian parliament, where a dedicated committee will review his record before lawmakers hold a confirmation vote. The defense portfolio had lacked a permanent minister since 1 March 2026, when authorities confirmed that Defense Minister Aziz Nasirzadeh and Armed Forces Chief of Staff Major General Abdolrahim Mousavi died in air strikes carried out by the United States and Israel. Following Nasirzadeh's death, Majid Ebnalreza managed the ministry in an interim capacity alongside other military officials.

Parliamentary review and constitutional path

The confirmation process for Akhlaghi will determine whether the defense ministry returns to permanent governance under a single civilian-military director. Bovard's interim appointment at the oil ministry does not require immediate parliamentary confirmation, but a permanent nominee will eventually face a legislative vote under Iranian constitutional rules. Bovard must coordinate oil policy within the framework approved by Supreme Leader Ayatollah Mojtaba Khamenei while navigating United States sanctions packages and terminal blockades. Iranian lawmakers have not scheduled the formal plenary session for Akhlaghi's confirmation vote, though parliamentary committee hearings are set to begin in the coming days.
