Lavrov's position on negotiations and combat operations

Russian Foreign Minister Sergei Lavrov announced at the United Nations Security Council on Wednesday that Russia will not pause its military campaign in Ukraine while potential peace talks take place. Addressing the council chamber in New York, Lavrov stated that Moscow is ready to negotiate to reach what he described as a just and lasting peace. He emphasized that Russian President Vladimir Putin has repeatedly affirmed this willingness to engage in diplomatic dialogue across various potential formats. However, Lavrov insisted that past diplomatic encounters had taught Moscow not to halt its special military operation during discussions. He explicitly dismissed calls for an immediate pre-negotiation ceasefire, stating that such measures would not be granted under any circumstances during active diplomacy.

“Having learned from hard experience, we will not suspend the special military operation for the duration of negotiations, in whatever format they take place.”

Russian accusations against European military aid

Lavrov directed sharp criticism toward European governments during his address to the council. He argued that European nations are demanding a halt to hostilities solely to gain breathing room and replenish depleted military stockpiles for Ukrainian forces. According to Lavrov, European powers want to use any operational pause to flood Kyiv with fresh shipments of weapons and ammunition. He further claimed that Ukrainian authorities had long turned to openly terrorist methods out of desperation on the battlefield. By rejecting a ceasefire, the Russian foreign minister maintained that Moscow intends to prevent Western allies from rebuilding Ukraine's defense capacity while negotiations are underway.

Energy strike proposals and diplomatic exchanges

The statements at the Security Council followed high-level diplomatic activity at the United Nations earlier in the week. On Tuesday, Ukrainian President Volodymyr Zelenskyy stated that Kyiv is prepared to enact a moratorium on strikes against energy infrastructure, provided that Moscow agrees to a reciprocal halt on targeting such facilities. That same day, US President Donald Trump addressed the UN General Assembly, telling member states that a negotiated settlement between Ukraine and Russia would be achieved faster than some believe. Furthermore, Lavrov addressed the Security Council immediately after concluding a private meeting with US Secretary of State Marco Rubio in New York. Despite the bilateral engagement and the public proposal from Kyiv regarding energy sites, Moscow firmly rejected any localized or general pause in fighting.

Western reactions and Security Council tensions

The Security Council debate brought Ukrainian and Russian officials face to face amid warnings from European allies over the war, which began over four years ago. Ahead of the session in New York, French Foreign Minister Jean-Noël Barrot warned that Russian military actions pose direct dangers extending far beyond Ukraine's borders.

Western delegates challenged Lavrov's assertions regarding European assistance, arguing that Kremlin aggression continues to threaten broader continental security. French diplomats stressed that military support for Kyiv remains necessary in responding to Russian operations. The council session ended without agreements on a temporary truce or the proposed energy strike moratorium, leaving both nations locked in combat as diplomatic channels remain at an impasse.
