Military chiefs convene in Riyadh

Military chiefs of staff from Saudi Arabia, Turkey, and Pakistan met in Riyadh on Friday to coordinate defense measures following repeated missile and drone strikes against Saudi territory. The meeting gathered Saudi Chief of General Staff General Fayyad bin Hamed Al-Ruwaili, Turkish Chief of the General Staff General Selçuk Bayraktaroğlu, and Pakistan Army Chief Field Marshal Asim Munir. The emergency gathering took place under the framework of the Mecca Joint Defence Agreement, signed on 7 August 2026 by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan, and Pakistani Prime Minister Shehbaz Sharif. That pact established a mutual defense clause under which an attack on any member state is treated as an attack on all three.

Escalation and coastline shifts in Yemen

The military consultations followed an urgent appeal from Riyadh after Houthi fighters escalated cross-border operations and made rapid territorial gains against Saudi-backed Yemeni government forces. In Yemen, the militia seized the Red Sea port city of Mocha along with several adjacent islands, extending control over maritime routes near the Bab el-Mandeb strait. Saudi air defenses intercepted six ballistic missiles on Thursday after air-raid alerts sounded across multiple regions, including Mecca. Ansar Allah claimed that its missile and drone barrage targeted command centers, weapon depots, and ammunition stores in southern Saudi Arabia, asserting that Saudi, Sudanese, and Yemeni government personnel sustained injuries during the strikes.

Diplomatic consultations and collective defense commitments

The military talks in Riyadh occurred one day after Saudi Foreign Minister Prince Faisal bin Farhan, Turkish Foreign Minister Hakan Fidan, and Pakistani Foreign Minister Ishaq Dar met on the sidelines of the UN General Assembly in New York. The foreign ministers reviewed preparations for institutionalizing the defense pact, which had held its initial Strategic Policy and Defence Committee meeting in Istanbul on 31 August 2026 to create a permanent secretariat in Saudi Arabia. In New York, Prime Minister Sharif addressed the General Assembly and defined recent security incidents as intolerable provocations.

“The attempted drone attack against the holy city of Mecca caused revulsion among Muslims across the world. Any threat to its safety and sanctity is a red line that must never be crossed.”

Sharif also reiterated that the trilateral defense pact is a collective commitment to regional stability and peace rather than an alliance directed against any specific nation.

Technical assistance, warnings, and parliamentary steps

Both Ankara and Islamabad have balanced collective defense commitments with caution regarding direct armed intervention against Houthi forces or Iran. Turkish Foreign Minister Hakan Fidan noted on television channel NTV that Turkey stands ready to provide technical support and military equipment to address Saudi requirements.

“Our agreement includes an alliance commitment, we keep our word. Their military needs could specifically concern certain technical fields, and we would have no problem meeting them.”

Turkish Parliament Speaker Numan Kurtulmuş clarified that the Mecca Agreement must receive legislative ratification when the Turkish Parliament reconvenes on 1 October. In response to the trilateral talks, Houthi political bureau official Mohamed al-Bukhaiti stated on Iraqi television that any direct military intervention by Pakistan or Turkey would face an iron fist. At the United Nations, the Security Council released a statement drafted under French Ambassador Jérôme Bonnafont condemning attacks on civilian and energy infrastructure, while High Commissioner for Refugees Barham Salih described the ongoing military escalation as deeply worrying.
