Government formation process

On Saturday, 26 September, at 11:00, Prime Minister-designate Siegfried Mureșan formally submitted his governance program and ministerial nominations to the Romanian Parliament. The submission initiates the parliamentary phase of the executive investiture procedure. The proposed government structure consists of 16 ministries and three deputy prime ministers. Backing for the cabinet comes from a tripartite parliamentary coalition comprising the National Liberal Party (PNL), the Save Romania Union (USR), and the Democratic Alliance of Hungarians in Romania (UDMR). Parliamentary committee hearings for the ministerial nominees and the final investiture vote are set to take place at the beginning of next week.

Băsescu defends European credentials

Following the submission in Parliament, former president Traian Băsescu published a commentary on social media defending the nomination of Mureșan. Băsescu titled his Facebook post "This designation annoys us!", addressing domestic resistance to a prime minister with extensive European institutional backing. The former head of state noted that Mureșan received his education in Romania and Germany and maintains established standing within European Union institutions in Brussels. Băsescu used irony to describe the apprehension among Bucharest politicians regarding governance standards such as the rule of law and anticorruption measures:

“A cold, Siberian wind blows through the corridors of Romanian politics. The president designated for the position of prime minister a man well-educated in Romania and Germany and fully respected in Brussels in the European institutions. How can you install in Bucharest a prime minister who will start again with the rule of law, independent justice, and the anticorruption fight? We have had enough!”

Rebuttal of sovereignist accusations

Băsescu also targeted the sovereignist and nationalist factions opposing the designation, stating that an apparatus of manipulation and disinformation went to work immediately. Critics leveled allegations against Mureșan, labeling him a traitor, an instrument of German interests, an associate of the mafia, and a politician who does not defend Romania. In response, Băsescu ridiculed these narratives by outlining the satirical profile of what self-described patriots consider an acceptable leader. Romanian media noted that his references to missing diplomas and poor linguistic command served as an indirect barb at political figures including Marcel Ciolacu:

“From the "true patriots" we learn that a good prime minister for Romania would be a character having difficulties using the Romanian language, if possible without a baccalaureate diploma and who ultimately does not give a damn about the deficit.”

Political background and legislative timeline

Băsescu closed his post with the phrase "That is that!!!!!", punctuating his critique of the political atmosphere in the capital. The political alliance between Băsescu and Mureșan began over a decade ago, when Mureșan was elected to the European Parliament in 2014 on the candidate list of the People's Movement Party (PMP) led by Băsescu. Having transitioned from European parliamentary work to national executive leadership, Mureșan must now navigate the formal approval process in Bucharest. The PNL, USR, and UDMR coalition will seek to confirm the 16-member cabinet when hearings and the confirmation ballot commence in Parliament at the start of next week.
