Strategic concept for the eastern flank

General Alexus Grynkewich, the Supreme Allied Commander Europe and head of US European Command, is preparing a strategic framework titled Theory of Victory. The unclassified concept, scheduled for presentation to member state representatives on 12 October in Poland, outlines how the alliance would respond to potential incursions on its eastern perimeter. Alliance officials clarified that the document is not an operational rapid-reaction plan, such as the NATO Response Force or Allied Reaction Force, but a strategic concept explaining deterrence and detailing what increased defense expenditure will produce. Colonel Martin O'Donnell stated that the objective is to maintain NATO's operational advantage across an unstable security environment while maintaining a purely defensive posture. The strategy integrates recent lessons from combat in Ukraine, focusing on low-cost drone swarms, strikes on command nodes, and artificial intelligence integration alongside existing conventional capabilities.

Response to Moscow warnings

The presentation follows public friction between NATO and Moscow regarding military activities around the Baltic region. Moscow sent a formal letter to NATO protesting alliance activities near the Russian exclave of Kaliningrad, threatening a response with its full arsenal, including nuclear weapons. The Russian embassy in Belgium referenced the letter publicly on 4 October. Speaking at a defense and space conference organized by Euronews in Brussels on 5 October, NATO Secretary General Mark Rutte dismissed the rhetoric as an effort by Vladimir Putin to create division and divert attention from the conflict in Ukraine. Rutte confirmed that allied intelligence observes no acute military threat or troop build-up along the Finnish border or near the Baltic states.

“Putin knows that he can never win against NATO. So the best way to deal with this is by staying calm.”

Rutte emphasized that any hybrid actions occurring in Europe will be met with increased allied support for Ukraine rather than a reduction in commitments.

Frontline conditions and air defense gaps

Alliance leadership addressed the ongoing war in Ukraine, which has continued for more than 4.5 years. Rutte noted that while Ukraine's frontline position has improved compared to six months prior, Russian forces maintain persistent strikes against urban centers and critical energy infrastructure. Ukrainian authorities face shortages in air defense supplies, particularly Patriot missiles. Kyiv is working to secure production licenses from the United States to manufacture Patriot interceptors domestically, though Rutte acknowledged that manufacturing requires time and will not resolve short-term shortages. Operational strains remain widespread across the country, where security threats led to the evacuation of over 5,800 trains during September.

Technological shifts in alliance defense

Allied commanders have emphasized that technological developments are altering defense requirements across Europe. In an address to European lawmakers on 29 September, Grynkewich pointed out that long-range strike drones capable of flying thousands of kilometers mean that all member states now effectively operate as eastern flank nations. Grynkewich indicated that security tensions are likely to heighten in the coming years. The strategy to be presented in Poland aims to combine aircraft, unmanned aerial vehicles, radar installations, air defense batteries, and logistics networks to avoid prolonged attrition warfare.
