Transparency demands on right-wing pacts

The Socialist Party (PS) asked the government of Prime Minister Luís Montenegro on 6 October 2026 to clarify whether it maintains additional agreements with Chega beyond their signed accord on rental legislation. The request followed a meeting of the PS National Secretariat at party headquarters in Lisbon, called one day after PS leader José Luís Carneiro demanded the immediate cancellation of the housing agreement. PS leadership member André Moz Caldas conducted a press conference after the meeting, criticizing the government for formalizing a written arrangement without making its full contents public. Moz Caldas stated that Portuguese citizens deserve to know if the understanding covers wider policies or remains limited to the rental sector. He argued that the executive chose to negotiate with a party led by André Ventura that had previously failed to honor commitments at the final moment.

“And the government now takes an additional step, behind which we will not allow it to hide, having signed a written agreement with Chega. It is the first since Chega has existed as a political party in Portuguese society and we do not know its content. Is it only for this law? Does it cover more than this law?”

Government refusal and legislative deadlock

Prime Minister Luís Montenegro rejected the socialist demand to end the agreement with Chega, defending the executive's right to pursue legislative majorities across parliament. Montenegro stated that the PS adopted a closed stance on the tenancy issue and could not subsequently tell the government which parties it may engage in dialogue with. The government's rental reform proposal advanced to the specialized committee stage the previous week following Chega's abstention, occurring on the same day parliamentary deputies rejected a competing housing bill introduced by the socialists. Montenegro stated that partnering on tenancy rules with a party that opposes the government's bill is completely out of the question, confirming he will uphold the agreement negotiated with Ventura.

Budget voting and cross-party friction

Montenegro dismissed any link between the rental legislation and the upcoming parliamentary vote on the State Budget, describing the socialist demand as insincere. The PS had cited praise from the President of the Republic regarding previous understandings between the PS and PSD on the budget, arguing the government should follow that example for tenancy reforms. Despite the confrontation over housing policy, the PS confirmed it will enable the State Budget to pass to avoid pushing the country into a political cliff. Party officials stated their voting position will only change if surprise measures appear in the draft, an outcome they do not anticipate. Ventura criticized the socialist approach, accusing Carneiro of agreeing to pass the budget before seeing its contents.

Conditions for renewed dialogue

Moz Caldas disputed Montenegro's claim that the socialists refused to negotiate, stating the government made no effort to listen to PS positions. He noted that the written pact appeared abruptly following aggressive verbal criticism from Chega's leader, leaving the socialists feeling unwelcome at the negotiating table. Moz Caldas indicated that if the Prime Minister wants dialogue with the PS, the government must withdraw its legislative authorization proposal and present a direct amendment bill drafted in prior consultation with the socialists. The PS is reviewing whether to introduce amendments during the committee process or launch separate legislative initiatives designed to balance protections for landlords and tenants while maintaining stability in the rental market.
