Escalation risks and stalemate warnings

US Secretary of State Marco Rubio told reporters in Lisbon on Thursday that the war between Russia and Ukraine has reached a dangerous impasse. Speaking alongside Portuguese Foreign Minister Paulo Rangel on his first visit to Portugal, Rubio warned that combatants stuck in an unresolved conflict often attempt to break the deadlock through intensified attacks. He stated that this dynamic creates the danger of a wider regional conflict that could spill into bordering territory.

“That escalation could wind up being a sabotage campaign in neighboring countries that are members of NATO.”

Rubio added that other developments could quickly turn a bilateral war into a broader regional confrontation. He stressed that Washington sees no military solution to the four-year-old conflict, which began with Russia's invasion in February 2022.

Washington talks and diplomatic pressure

The remarks coincide with efforts by President Donald Trump's administration to revive diplomatic talks to end Europe's deadliest conflict since World War Two. Ukrainian negotiators are scheduled to visit the United States on Friday and Saturday for discussions with American officials. Rubio noted that while the United States is willing to facilitate negotiations, it will not commit resources indefinitely without clear results. He added that any workable peace framework would require both sides to make concessions to break the deadlock.

“This war needs to end in a negotiated settlement. The sooner, the better. The United States stands ready to facilitate that. We have tried. We will continue to try. But we're also not going to invest in pointless processes if we can't make progress.”

Widening targets and economic strain

The conflict has increasingly targeted economic and civilian infrastructure through mutual long-range drone and missile strikes. Over the past year, attacks have expanded from energy plants and oil refineries to shipping ports, grain vessels, e-commerce warehouses, and data centres. Ukrainian Prime Minister Serhij Korecki reported in September that Kyiv faces acute budget deficits as Russian bombardments destroy industrial capacity and power facilities. On Monday, Donald Trump posted on Truth Social attributing rising global petrol prices to Ukrainian attacks on Russian oil refineries rather than his administration's seven-month confrontation with Iran. Trump reiterated calls for Ukrainian President Volodymyr Zelenskyy to halt strikes on Russian facilities, pointing to a tentative energy sector ceasefire discussed last month.

Recent strikes and NATO defence commitments

The diplomatic discussions take place amid heavy bombardment across Ukraine. On Thursday, a Russian military strike on the Ukrainian city of Kramatorsk killed at least 33 people and injured about 20 others. A day earlier, on Russian President Vladimir Putin's 74th birthday, missile and drone barrages killed at least 12 people nationwide, alongside strikes in the Chernihiv region that left around 30 dead and prompted a local day of mourning. Rubio concluded his European tour in Portugal after earlier stops in Iceland and Greece. During the Lisbon appearance, he defended Donald Trump's demands for European allies to raise military budgets, arguing that higher investment strengthens collective deterrence rather than dividing member states.
