Russia warns diplomats to leave Kyiv, threatens 'systematic strikes' on decision-making centres in major escalation

Moscow has urged foreign citizens and diplomatic staff to evacuate Kyiv, warning of an imminent campaign of 'systematic strikes' targeting decision-making centres and military-industrial facilities in the Ukrainian capital.

Russia has dramatically escalated its rhetoric and military threats against Ukraine, explicitly warning foreign diplomatic missions and citizens to leave Kyiv 'as soon as possible' ahead of what it describes as a new campaign of 'systematic strikes'. The threats, communicated directly by Russian Foreign Minister Sergei Lavrov to US Secretary of State Marco Rubio in a rare phone call, mark a significant hardening of Moscow's language, even as the underlying pattern of aerial bombardment remains a daily reality of the more-than-four-year-long war.

The trigger: Starobilsk dormitory strike

Moscow is framing the new offensive as retaliation for a Ukrainian strike on a student dormitory in Starobilsk, in the Russian-occupied Luhansk region, which it says killed at least 21 people. Russia accuses Ukraine of deliberately targeting civilians and violating international law. Ukraine maintains it hit a military facility in occupied territory. The incident has provided the Kremlin with a stated justification for intensifying attacks on the capital.

Under these circumstances, the Armed Forces of the Russian Federation will begin a sequence of systematic strikes against the facilities of the military-industrial complex in Kyiv.

The warning to the world

In a statement, Russia's Ministry of Foreign Affairs told 'foreign citizens, including personnel of diplomatic missions and international organisations, to leave the city as soon as possible', citing the alleged scattering of drone manufacturing facilities and command posts throughout Kyiv. Lavrov personally called Rubio to relay the warning and advise the evacuation of US embassy staff. Rubio appeared to downplay the call, noting that Kyiv has been a dangerous place for years, but acknowledged the persistent risk of escalation.

The danger in all of these wars as they continue and then they go on is that they always have the threat of escalation, of spreading into something new.

European allies push back

European diplomats and the EU institutions have responded defiantly. The EU summoned Russia's chargé d'affaires in Brussels to condemn the threats, with foreign affairs spokesperson Anitta Hipper accusing Moscow of trying to 'sow panic, spread fear and try to isolate Ukraine'. EU ambassador to Ukraine Katarina Mathernova and other partner-country diplomats stated they have no intention of leaving Kyiv. The EU insisted its delegation and civilian mission will maintain their presence and operations.

This is not acceptable and it shows once again what we already knew: that Russia is not in the slightest interested in peace and has total contempt for all peace efforts.

Ukraine dismisses the threat as 'blackmail'

Ukraine's foreign ministry condemned the Russian warnings as 'nothing less than shameless blackmail' and said the overall security threat level to Kyiv and other cities remains unchanged from previous months and years. The ministry noted that Russia has regularly used its full arsenal of missiles and lethal drones against the capital since the start of the invasion, and offered to assist foreign missions in reinforcing their security if requested.

A war longer than World War II

Both Rubio and European officials noted the grim milestone that the war has now lasted longer than the Second World War. Despite the latest escalation, Rubio reiterated that the US remains ready to play a constructive role in facilitating an end to the conflict, though he acknowledged that no active negotiations are currently underway. The diplomatic track, driven earlier by President Donald Trump's administration through rounds in Abu Dhabi and Geneva, has been stalled since late last year with no prospect of resuming soon.

Timeline of escalation (May 2026)

  2. Weekend drone and rocket strikes on Kyiv kill at least four people and injure around 100.
  3. Russia accuses Ukraine of killing 21 students in a strike on a Starobilsk dormitory; Ukraine says it hit a military facility.
  4. Russia warns foreign citizens and diplomats to leave Kyiv, threatens 'systematic strikes'; Lavrov calls Rubio with the warning.
  5. EU summons Russian chargé d'affaires; European diplomats vow to stay in Kyiv.
