Warnings over Kaliningrad and Baltic maneuvers

Speaking at the 23rd annual meeting of the Valdai Discussion Club in Istra near Moscow, Vladimir Putin warned that any aggression against Russian territory would meet an immediate military response using all available means. Putin focused on the Kaliningrad exclave, a territory wedged between Poland and Lithuania on the Baltic coast, stating that any direct attack or effort to isolate the region would place all weapons in Russia's arsenal on the table. While acknowledging that Britain and France possess nuclear arsenals and NATO exceeds Russia twofold in size, he asserted that Russia maintains unique strategic weapons as a competitive advantage. Putin characterized recurring NATO naval drills in the Baltic Sea and attempts to intercept Russian vessels as deliberate escalation. He stated that Russia harbors no plans to attack European nations in 2029, 2030, or 2050, but would respond forcibly if challenged.

“If it comes to a direct attack on the Russian Federation - in this case, we are referring to Kaliningrad, and perhaps other territories as well - the question of the Russian Federation deploying all the weapons at our country's disposal will, of course, inevitably and immediately be on the agenda.”

Diplomatic warnings and allied pushback

Putin's public address followed a diplomatic note sent to NATO headquarters and social media statements by the Russian embassy in Belgium asserting readiness to deploy all weapons if Kaliningrad faces isolation. Western officials rejected the rhetoric. NATO Secretary General Mark Rutte stated that the alliance is purely defensive and called nuclear threats unhelpful. Lithuanian President Gitanas Nausėda described the Russian statements as desperate propaganda issued because Moscow feels cornered. Nausėda reiterated that NATO has never planned aggressive measures against Kaliningrad and confirmed Lithuania maintains its transit commitments under international law, following past rail and maritime transit restrictions imposed after the 2022 invasion of Ukraine. Regional security concerns had heightened days earlier when a Russian military helicopter entered Polish airspace from the exclave.

Rejection of strike pause and economic retaliations

Addressing the conflict in Ukraine, Putin rejected a proposal presented by Kyiv and Washington to establish a mutual pause on long-range infrastructure strikes. He called the idea of sparing Ukrainian ports and vessels in exchange for halting attacks on Russian refineries ridiculous, confirming that strikes on Ukrainian warehouses, power assets, commercial sites, and telecommunications centres would continue. Ukrainian long-range operations have targeted oil depots, refineries, e-commerce storage facilities, and cargo ships, while Russian forces have struck shopping centres, data centres, and fuel stations. Putin stated that Ukrainian drone strikes on domestic oil refineries had reduced Russia's gross domestic product by approximately 1% and contributed to a fuel crisis during the summer. Turning to frozen Russian assets abroad, Putin stated that Moscow has placed Western companies such as Auchan and Nestlé under temporary state control to prepare symmetrical expropriations if foreign governments permanently seize Russian central bank reserves.
