Narrow defeat on the Senate floor

The US Senate voted 49 to 50 on Thursday to reject a concurrent resolution directing President Donald Trump to halt military operations against Iran without congressional authorization. The measure previously passed the House of Representatives in July by a 214 to 208 vote. Because the measure was introduced as a concurrent resolution under the War Powers Resolution of 1973, it carries symbolic weight and does not go to the president's desk for signature or veto. The defeat marks the latest in a series of votes on the conflict since hostilities began on 28 February 2026 under the name Operation Epic Fury. House lawmakers passed a separate war powers resolution with bipartisan backing last week, setting up another potential Senate test.

Defections and shifting alignments

Four Republicans broke ranks with their party leadership to vote in favour of the measure: Susan Collins of Maine, Lisa Murkowski of Alaska, Rand Paul of Kentucky, and Thom Tillis of North Carolina. Tillis voted to curtail the military campaign for the first time, having stated that an administration briefing on Wednesday was not enough and too late. Senator Bill Cassidy of Louisiana, who supported an earlier war powers resolution in June, returned to party lines and voted against Thursday's measure. Senator John Fetterman of Pennsylvania was the sole Democrat voting against the resolution, while Senator Angela Alsobrooks of Maryland did not cast a ballot. Collins remains the only Republican facing a competitive re-election race who voted in favour of the text.

“The war right now is very unpopular because nobody's sensing any real progress.”

Casualties, spending, and public fallout

The floor debate took place as the conflict surpassed 200 days, reaching day 208 on Thursday. Senator Andy Kim cited a Congressional Budget Office report calculating that military operations cost nearly $40 billion during the first four months. Casualty reports referenced on the Senate floor recorded 19 American service members killed and more than 750 injured since the outbreak of fighting. Rising fuel and fertilizer costs have placed economic pressure on consumers, with higher petrol prices costing American households approximately $900 each. Public polling conducted by CNN shows that roughly two-thirds of adults believe the United States is not winning the war, while seven in ten say the conflict has damaged domestic interests.

“Chaos is not a negotiating tactic. Trump is simply over his head here.”

Midterm campaigns and constitutional disputes

Congressional action reflects mounting electoral pressure ahead of the November midterm elections, where Republican candidates in tight races have begun calling for the conflict to conclude. Candidates including Mike Rogers in Michigan and Ashley Hinson in Iowa have called for an end to hostilities, though without proposing specific exit mechanisms. Opponents of the resolution in the Senate argued that passing the measure would force troop withdrawals during active combat operations. The Trump administration argued that concurrent war powers resolutions infringe upon executive authority under the 1983 Supreme Court ruling in Immigration and Naturalization Service v. Chadha. Democratic sponsors, including Senator Tim Kaine of Virginia, promised to force weekly votes on the war until legislative numbers shift.

“A war powers vote is about removing American forces from a region, and when there are troops in contact, I don't believe in doing that.”
