Bipartisan Senate pushback

A bipartisan group of 14 US senators delivered a formal letter to President Donald Trump overnight between Thursday and Friday, demanding the immediate revocation of an invitation extended to Russian President Vladimir Putin for the G20 leaders summit in Florida. The group is led by Senate Armed Services Committee Chairman Roger Wicker, a Republican, and Senate Foreign Relations Committee ranking member Jeanne Shaheen, a Democrat. The lawmakers argued that inviting the Russian head of state undermines Western diplomatic efforts and grants undue legitimacy to Moscow while Russian forces continue military operations against Ukrainian targets.

“Allowing him to participate in the summit raises serious concerns about legitimizing and normalizing authorities that attack civilian targets in Ukraine every day.”

The senators noted that Putin, Russian Finance Minister Anton Siluanov, and multiple members of the Russian delegation remain under US national security sanctions. According to the letter, international isolation remains an essential mechanism for compelling the Kremlin to negotiate a ceasefire, and easing diplomatic restrictions removes Russia's incentive to halt hostilities.

Invitation announced at United Nations

The congressional pushback follows statements made on Wednesday by US Secretary of State Marco Rubio during the United Nations General Assembly in New York. Rubio met on the sidelines with Russian Foreign Minister Sergey Lavrov and publicly confirmed that Washington had invited Putin to the December gathering.

“We have invited President Putin to the G20 summit. We believe this is an opportunity for him to engage in talks not only with the president, but also with other world leaders. We hope he accepts this invitation.”

The invitation follows earlier Russian participation within the G20 track hosted by the United States. In August, Russian Finance Minister Anton Siluanov attended the G20 finance ministers meeting in Asheville, North Carolina, prompting objections from European Union delegates who demanded his exclusion from the official group photograph. Trade officials from G20 member countries are scheduled to convene next week in Milwaukee, Wisconsin, with Russian representation also anticipated.

Reactions and diplomatic hurdles

Allied officials and international observers have expressed doubts regarding Putin's potential presence at the Miami venue. Marcin Przydacz, head of the International Policy Bureau for Polish President Karol Nawrocki, confirmed that Poland will attend the summit as an invited guest. Przydacz stated that while Russia holds permanent G20 membership, the prospect of Putin's attendance creates complications for European leaders, including the German chancellor, the British prime minister, the French president, and the Polish head of state.

“We obviously do not like the fact that Vladimir Putin would be invited anywhere on international forums.”

Przydacz added that informal discussions indicate the potential participation of Ukrainian President Volodymyr Zelenskyy, which could turn the Miami gathering into a venue for direct diplomacy. Meanwhile, former Polish ambassador to the European Union Jan Truszczyński stated that the gathering could offer an opportunity to discuss Russian ceasefire conditions directly, though former Moscow correspondent Wacław Radziwinowicz argued that the Kremlin leader is unlikely to travel to the United States out of concern over a perceived trap.
