Denial of coalition vetoes

UDMR leader Kelemen Hunor published a statement on Thursday rejecting media reports that claimed his party opposed the appointment of diplomat Luca Niculescu as prime minister. Hunor also denied allegations that he pressured President Nicușor Dan to nominate only an official holding political party membership. Describing the leaked reports as deliberate disinformation, Hunor stated that while a parliamentary majority could technically be assembled with or without UDMR, his party refuses any alliance with SOS Romania, defectors from AUR, or other floor-crossing groups. He added that no foreign leaders or European Union institutions had intervened in the negotiations, explicitly rejecting claims involving Brussels, the German Chancellor, or the Hungarian Prime Minister.

“I saw news based on sources about me refusing Luca Niculescu for the prime minister post, which is completely false. It also says there that I asked President Dan to designate only someone with a party card. I tell you simply and clearly: it is not true. It is disinformation. It is manipulation.”

Presidential talks and parliamentary arithmetic

President Nicușor Dan has focused on Niculescu, a former ambassador to France and current state secretary in the Ministry of Foreign Affairs handling Romania's accession to the OECD. Dan set a Friday deadline for former coalition parties to clarify whether they will support a government led by Niculescu, who needs 233 parliamentary votes for investiture. Internal Social Democratic Party (PSD) sources reported that party leader Sorin Grindeanu received no formal or informal communication regarding Niculescu before the name appeared publicly. At the same time, National Liberal Party (PNL) sources stated the party would not support a technocrat prime minister if PSD members receive ministerial portfolios.

Four months of political deadlock

The political crisis in Bucharest began over four months ago, following the dismissal of Ilie Bolojan's cabinet in early May through a no-confidence motion initiated by AUR and supported by PSD. Nearly 80 days have passed since the last formal presidential consultations with political parties, during which an earlier attempt to advance Eugen Tomac as prime minister failed to secure a majority. Grindeanu spoke by phone three times on Thursday with Kelemen Hunor to discuss parliamentary configurations and possible paths out of the impasse. Hunor stated that UDMR maintains civil relations with both Grindeanu and PNL leader Ilie Bolojan, noting that neither UDMR nor other factions can assemble a stable majority without PNL and PSD. If political backing is secured, Dan aims to present a formal designation before his scheduled trip to the United States on 19 September.

Economic pressure and debt review

Prolonged government instability coincides with worsening economic indicators and a scheduled sovereign credit rating review by Standard & Poor's on 2 October. The assessment follows previous reviews by Fitch and Moody's, which maintained ratings based on assurances that the political crisis would resolve. Romania's public debt has crossed the 60% of GDP mark, and national debt interest payments consume 3% of GDP. Data from the National Bank of Romania shows foreign direct investments dropped by 80% compared to the corresponding period of the previous year. Industrial activity faces elevated electricity and natural gas tariffs, while administrative ministries operate under interim constraints without approved budget adjustments.
