Allegations at Athens embassy dinner

A diplomatic dispute emerged following investigative reports detailing remarks made by United States Ambassador to Greece Kimberly Guilfoyle. During a dinner on 18 March 2026 at the US Embassy in Athens, attended by more than a dozen guests including Greek officials, American embassy staff, politicians, and military personnel, Guilfoyle engaged in an exchange with Greek Energy Minister Stavros Papastavrou regarding liquefied natural gas contracts. According to accounts cited from attendees, Guilfoyle referenced the political situation in Romania and the collapse of the government led by Ilie Bolojan, reportedly stating that the United States could remove governments in any country. Papastavrou replied that the United States could not replace Greece's elected government, while Guilfoyle's legal counsel contested that depiction of the dialogue.

Athens and Bucharest issue formal denials

Both the Greek and Romanian governments issued official statements on 29 September 2026 refuting claims of American threats. In Athens, government spokesperson Pavlos Marinakis stated that relations with Washington remain stable and founded on mutual respect, emphasizing that the executive does not interfere in competition between commercial interests.

In Bucharest, the Romanian government stated that no discussions occurred between the Prime Minister's Chancellery and Guilfoyle, identifying US Ambassador Darryl Nirenberg as the official diplomatic interlocutor. The executive added that no binding documents were approved to commit Romania to liquefied natural gas purchases, noting that domestic onshore production already covers more than 80% of national consumption.

Political scrutiny across both capitals

Following the March dinner in Athens, Guilfoyle traveled to Bucharest later that month to meet with Social Democratic Party leaders, including party president Sorin Grindeanu and then-energy minister Bogdan Ivan. In May 2026, the Bolojan government collapsed after the Social Democratic Party withdrew from the governing coalition, leaving center-right parties without a parliamentary majority. Romanian Member of the European Parliament Siegfried Mureșan asked party leaders to disclose the purpose of those talks.

“This is an extremely serious matter. Obviously, Mr. Grindeanu and his PSD colleagues must tell us what they did, what they discussed and what objectives they pursued in those meetings.”

In Greece, opposition parties PASOK, SYRIZA, the Greek Left Alliance, and the Communist Party demanded government explanations. SYRIZA stated that the reports represented an insult to the country's governance system and demanded clarification regarding the administration's reliance on American gas.

Energy interests and the Vertical Corridor

The reported discussions were linked to negotiations surrounding the Vertical Gas Corridor, a regional pipeline network intended to transport American liquefied natural gas from Greece through Bulgaria and Romania to Central and Eastern Europe. A spokesperson for the United States Department of State stated that Washington maintains a solid strategic partnership with Romania across energy security and defense cooperation. Romanian officials stated that the country aims to interconnect its network with regional partners at competitive tariffs, while noting that production will close in on doubling once the offshore Neptun Deep project begins operations next year, converting Romania into a net gas exporter.
