The French presidential office noted that the exchanges provide material for diplomatic work, though European representatives reiterated their core demands regarding security guarantees for Ukraine. Ukrainian leadership emphasized the objective of restoring tripartite dialogue.

Approximately 20% of Ukrainian territory remains occupied after more than four years of war. On Monday, European Commissioner for Economy Valdis Dombrovskis met Ukrainian Prime Minister Serhij Koretsky to assess financial needs for 2026–2027, factoring in forecasts that military operations will continue through the winter.

European reactions and planned presidential calls
European officials responded with caution to the American diplomatic outreach.
