Arrest and military restrictions

Japanese police arrested 20-year-old US Marine Lance Corporal Devin Jacob Ballard on Sunday, 4 October 2026, following the death of 39-year-old Anna Yagi in a hotel in Naha. Hotel staff discovered Yagi unconscious in her room during the early hours of Saturday, 3 October, after she failed to check out. Investigators launched a search involving roughly 200 police officers after security cameras recorded Ballard entering the hotel with Yagi and leaving alone. Police reported that Yagi died of asphyxiation after Ballard allegedly pressed on her neck. Ballard, who was stationed at the Futenma air base, denied allegations of murder and the theft of Yagi's wallet and backpack.

In response to the arrest, Lieutenant General Benjamin Watson announced disciplinary measures on Tuesday, 6 October. The command enacted a 30-day curfew requiring personnel to remain on base between midnight and 5 a.m., along with a 48-hour ban on alcohol consumption both on and off military installations. Watson also ordered a 48-hour suspension of routine military operations across Okinawa to conduct training on conduct and community standards.

“Every interaction with our neighbors either builds or undermines the trust that is essential to our team. When that trust is damaged, it affects the strength of our alliance and the security of this region.”

Political meetings in Tokyo

The killing prompted protests in Naha and Tokyo. Prime Minister Sanae Takaichi condemned the incident as brutal and heinous, submitting a formal protest to the United States and demanding preventative steps. On Wednesday, 7 October, Okinawa Governor Genta Koja traveled to the prime minister's office in Tokyo for his first official meeting with Takaichi since his election victory in September. Koja submitted a petition urging Tokyo to review the Japan-US Status of Forces Agreement and to revive the Okinawa Policy Council, a consultative body that has not convened since 2013.

Koja, who also held separate meetings on Wednesday with Defense Minister Shinjiro Koizumi and Foreign Minister Toshimitsu Motegi, called for Japanese officials to participate directly in service member education.

“Human rights education for U.S. service members has not worked at all.”

Takaichi pledged to review the governor's requests and seek formal dialogue with American leadership.

“I want to hold further Japan-U.S. talks.”

Friction over military footprint

The case renewed public scrutiny of the US military presence in Japan. Okinawa hosts approximately 30,000 of the 54,000 US troops deployed in the country, and the prefecture accommodates 70% of all US military facilities in Japan despite comprising less than 1% of the country's total land area. Local police recorded more than 100 crimes committed by US personnel and their dependents last year. The incident follows previous legal proceedings, including a 2017 life sentence handed to a former Marine for rape and murder, and a seven-year sentence issued last year to a service member for attempted rape. In 2024, the Japanese government acknowledged that it had concealed several sexual assault cases involving US troops on the island.

Tensions over base placement date to the post-World War Two occupation, which lasted until Okinawa reverted to Japanese administration in 1972. Demonstrations erupted in 1995 after three US servicemen raped a 12-year-old girl, prompting a 1996 bilateral agreement to replace the 4.8-square-kilometer Futenma base in Ginowan with a new coastal facility at Henoko. However, 72% of voters rejected the Henoko project in a 2019 prefecture-wide referendum, leaving the relocation unresolved.
