Diplomatic pressure over conference agenda

The United States State Department pressed diplomatic counterparts across Europe and Canada to withdraw their official backing for an annual anti-disinformation conference held in Lithuania. American diplomats conducted days of outreach targeting officials in Lithuania, Canada, and France ahead of the Disinfo2026 summit in Vilnius, scheduled for October 7 and 8. The event, organized by the Brussels-based non-profit group EU DisinfoLab, gathered hundreds of researchers, policymakers, technologists, and journalists at a Vilnius hotel. Excerpts from an internal State Department cable instructed embassies to express Washington's concerns and assess whether foreign governments agreed with descriptions of the United States as an information threat. Communications regarding the conference also involved the United States ambassador to Lithuania, Kara McDonald, alongside the office of Undersecretary of State for Public Diplomacy Sarah B Rogers. Three American speakers participated in the discussion, including a former Central Intelligence Agency officer, examining how European counter-disinformation groups could maintain resilience without relying on Washington. In its internal cable, the State Department argued that categorizing the United States as a FIMI actor conflated the country with foreign adversaries such as Russia and China. American officials maintained that this comparison created a false equivalence that obscured the true scale of Russian and Chinese interference in democratic systems. The conference program, made public on September 9, directly posed the premise to attendees.

Withdrawal of allied government sponsorships

Following the outreach from Washington, three institutional backers withdrew their formal sponsorship from the Vilnius event. The Lithuanian Ministry of Foreign Affairs, Global Affairs Canada, and the European External Action Service were all removed from the official roster of main supporters. On conference materials printed before the gathering, staff placed white stickers over the printed logos of the Canadian, Lithuanian, and European Union diplomatic services. Global Affairs Canada stated that it decided to revise its involvement in several conference panels, while Canadian representatives remained present in Vilnius without chairing sessions. Differing responses among European partners

Unlike its European neighbours, the French government rejected the American lobbying effort and kept its position as the sole remaining main supporter on the conference program. French officials maintained their plan to send representatives to Vilnius despite the pressure exerted by United States diplomats. The gathering also became the target of online hostility in the United States, including critical coverage from an American MAGA movement blogger and coordinated attacks across social media platforms. Counter-disinformation specialists in attendance continued discussions regarding transatlantic cooperation, exploring how non-governmental monitoring bodies can operate amid strained relations with Washington.
