The White House meeting

Volodymyr Zelenskyy held a private, roughly one-hour meeting with Donald Trump at the White House on 28 July 2026, before the two leaders attended the funeral of US Senator Lindsey Graham, a longtime advocate for Ukraine. No press statements followed, but Zelenskyy later described the session as a "good meeting." He said the conversation focused on securing US approval for Ukraine to manufacture Patriot missiles under license, as well as the possibility of reviving peace talks.

The meeting took place with US diplomatic efforts to end the war stalled, more than four years after Russia's full-scale invasion.

Missile shortage and surging Russian attacks

Ukraine has made countering ballistic missiles its absolute priority. According to the Ukrainian Air Force, Russia launched 120 ballistic and anti-ship missiles in July alone, of which only 35 were intercepted. By comparison, Russia fired an estimated 250–320 such missiles during the entire year of 2024. The United Nations described June as the deadliest month for Ukrainian civilians since April 2022, as Russia multiplied strikes with missiles that are extremely hard to shoot down.

Only Patriot systems can reliably intercept these missiles, but Ukraine faces a severe shortage of PAC-3 interceptors. The shortfall deepened after the US opened its war against Iran in February 2026. A senior Ukrainian official told reporters that Moscow plans to intensify attacks further, deploying new launchers near the Ukrainian border and expecting fresh deliveries of North Korean ballistic missiles in August. The official said Kyiv is asking for "enough to intercept those that Putin launches in a month," but warned that "much will depend on President Trump's mood."

US reluctance and the domestic production argument

Washington has been hesitant to ship additional weapons to Ukraine because many of the same systems are needed for American operations in the Middle East. After the NATO summit in Ankara, Trump said he would grant Ukraine a license to manufacture Patriot missiles, but implementation has lagged. Analysts quoted in the reports argue that allowing Ukraine to produce its own Patriots could free up US manufacturing lines and help replenish American stockpiles. Ukraine's battle experience against Russian air power might also provide the US with know-how to build cheaper, mass-produced interception systems to complement expensive existing types.

Zelenskyy's personal diplomacy

Zelenskyy arrived in Washington hoping to convert an improved personal rapport with Trump into concrete military commitments. Advisors close to both leaders said the Ukrainian president's best chance was to keep things simple and avoid complexity. In a recent Financial Times interview, Zelenskyy disclosed that Trump had praised Ukraine's long-range drone strikes against Russian energy infrastructure, and he senses that the American leader now sees the war differently.

“President Trump wants to be where there is success. This is connected to many things — not only his personality, but also the upcoming elections, his prestige, and his belief about how this war can end.”

The meeting followed a disastrous Oval Office confrontation in February 2025, after which relations began to improve during a brief encounter at Pope Francis's funeral in April 2025. Following the White House talks, Zelenskyy was expected to head to the US Capitol for meetings with senators, while Trump prepared to receive Israeli Prime Minister Benjamin Netanyahu later the same day.
