Rozwój Plus nominates Marcin Horała for deputy speaker as PiS asserts priority
Mateusz Morawiecki announced Marcin Horała as the Rozwój Plus candidate for Sejm deputy speaker on Wednesday, while Jarosław Kaczyński maintained that Law and Justice holds priority for the vacant position.
Nomination of Marcin Horała and Presidium push
Former prime minister Mateusz Morawiecki announced Marcin Horała as the Rozwój Plus nominee for deputy speaker of the Sejm during a press conference in Wola Władysławowska on Wednesday. The decision followed an internal caucus vote on Tuesday evening. Horała previously served as a Gdynia city councillor from 2006 to 2018, ran for mayor of Gdynia in 2014, and served as government plenipotentiary for the Central Communication Port after entering parliament in 2015. Rozwój Plus plans to submit a motion during the upcoming Sejm session to expand the Presidium by two seats, arguing that every parliamentary caucus should receive representation, including the Centrum club.

Kaczyński asserts priority for Law and Justice
Law and Justice leader Jarosław Kaczyński stated that while he considers Horała an intelligent figure, his own party retains first claim on the vacant deputy speaker seat. PiS previously put forward Marcin Ociepa, a former deputy defence minister in Morawiecki's cabinet, after Elżbieta Witek failed to secure support from the chamber. Kaczyński pointed out that parliamentary tradition grants deputy speakers to clubs formed directly from elections and noted that PiS is three times larger than Morawiecki's association.
If there are places also for them, we will have nothing against it. But here obvious priority belongs to us.
Should the Sejm reject the motion to expand the Presidium, Rozwój Plus is expected to back Ociepa instead.
Leadership handover and plenary restructuring
Alongside the deputy speaker bid, MP Łukasz Schreiber assumed the chairmanship of the Rozwój Plus parliamentary club, taking over from Morawiecki. Morawiecki retains his position as leader of the Rozwój Plus association and political patron of the movement. Krzysztof Szczucki confirmed the club leadership lineup, which appointed Paweł Jabłoński, Maria Koc, Piotr Uściński, Mirosława Stachowiak-Różecka, Grzegorz Puda, Janusz Cieszyński, and Szczucki as vice-chairs, with Robert Gontarz serving as spokesperson. The formation of the 41-deputy and two-senator caucus required Sejm authorities to reassign committee allocations and establish new seating between PiS and Konfederacja.
Czarzasty rejects expanding Sejm leadership
Sejm Marshal Włodzimierz Czarzasty stated on Wednesday that he opposes expanding the Presidium beyond the six seats established by the resolution of 13 November 2023. The Presidium currently includes Marshal Czarzasty alongside deputy speakers Krzysztof Bosak, Szymon Hołownia, Dorota Niedziela, Monika Wielichowska, and Piotr Zgorzelski, leaving one PiS seat vacant.
I believe that the size of the Sejm Presidium should not be increased. This is my opinion, of course my opinion is subject to discussion and consultation with various political forces, but as far as my position is concerned, it is precisely this.
The dispute follows the 13 August decision by the PiS disciplinary court to expel 38 deputies and two senators who joined Rozwój Plus, with Morawiecki planning to establish a formal political party by 15 October 2026.
