Leaked Russian documents show Moscow and rocket maker NPO Mashinostroyenia provided ramjet propulsion expertise to Iran under a contract signed in November 2023.
Technology transfer under Project C430L
Leaked records, travel manifests, and military patents show Russian specialists have assisted Iran in developing supersonic cruise missile technology under a covert initiative codenamed C430L. The bilateral contract was concluded in November 2023 between Iran's Ministry of Defence and Armed Forces Logistics, Russian state arms exporter Rosoboronexport, and rocket manufacturer NPO Mashinostroyenia, based in Reutov. NPO Mashinostroyenia had previously been sanctioned by the United States in 2014 and 2023 for its work on strategic missile systems. Fabian Hinz, an analyst at Conflict Armament Research, stated that the transfer involved sensitive propulsion technology that Tehran had sought for decades, requiring direct authorization from senior Russian political leadership.
Russian engineers and flight test evaluations
Cooperation began before the formal contract was signed in late 2023. Rosoboronexport negotiator Vladislav Kuzmichev and senior engineers from NPO Mashinostroyenia made multiple trips to Tehran to structure the partnership. Ramjet specialist Alexander Chebakov traveled to Iran three times in 2023, while chief designer for sea-based cruise missiles Alexander Dergachev also participated in project coordination. By 2025, NPO Mashinostroyenia received technical submissions from Iranian authorities and analyzed data from an Iranian engine flight test. Russian engineers subsequently sent detailed technical queries to Tehran concerning fuel feed systems, combustion stability, and air intake design. Rosoboronexport also proposed dispatching a delegation of approximately two dozen technical specialists to Iran for direct engineering consultations.

Maritime threats in the Persian Gulf
The propulsion system is designed for anti-ship cruise missiles operating in the Persian Gulf and the Strait of Hormuz. Supersonic speed combined with low-altitude flight paths reduces the reaction window for shipborne radar and automated missile defense systems. Former CIA military analyst Jim Lamson outlined the operational implications for naval forces.
For the Iranians, it would give them a qualitatively new strategic weapon system, capable of threatening US Navy ships.
Iranian forces previously practiced targeting American warships, including constructing a 200-meter replica of an aircraft carrier in 2020. During hostilities that began in late February 2026, Iranian forces targeted the USS Abraham Lincoln. In July 2026, Donald Trump stated that Iranian units launched 111 missiles within a single hour against the aircraft carrier, with escort destroyers utilizing Standard interceptor missiles to prevent hits on the vessel.

Expansion of bilateral defense ties
Technical exchanges on the C430L program continued through the summer of 2026. The program aligns with a broader pattern of defense cooperation that began after Russia's invasion of Ukraine, when Iran supplied Shahed-136 attack drones and helped establish domestic Russian manufacturing of the Geran-2 variant. In exchange, Moscow provided satellite imagery of American military bases in the Gulf region and shoulder-launched weapons. In July 2026 testimony before the United States Senate, Defense Secretary Pete Hegseth stated that Moscow actively enables Iranian military actions. While Iran has manufactured and tested ramjet prototypes, no completed supersonic cruise missile from the collaboration has been confirmed in operational deployment.
