Guardia Civil's UCO found that Francisca Muñoz, wife of ex-PSOE official Santos Cerdán, was paid €1,300 a month by a company she never worked for, and that the family obtained €323,178 in irregular gains, peaking during José Luis Ábalos's time as transport minister.
